Profile for the Cobalt-Containing Substance Grouping

This document describes the considerations for development of a grouping of substances for assessment under the Canadian Environmental Protection Act, 1999 (CEPA 1999), and the rationale for considering them to be a priority. The composition of the grouping may change with additional information-gathering. More information on categorization results for these substances is available.

Grouping Description:

  • This grouping is based on a common moiety of ecological concern (cobalt).
  • Fifty substances are being considered for inclusion in this grouping and are identified in the list of Substances being considered for inclusion to the Cobalt-Containing Substance Grouping.
  • Among the proposed grouping members are substances which may release other moieties of potential concern (including Cd, Cr, Hg, and Pb). These substances may be addressed through other approaches for these moieties.
  • This grouping includes organometallic substances, which may require sub-grouping and/or individual consideration. As well, this grouping contains a number of organic-metal salts, for which the organic component may require consideration.

Selection Considerations:

  • Potential ecological effects of concern. Potential ecological effects of concern have been identified for this grouping during previous assessment activities for cobalt, cobalt chloride and sulphuric acid, cobalt salt (see substances in Batch 10 of the Challenge).
  • Potential environmental exposures of concern. Some of these substances can be released to the environment from various industrial sectors.
  • Potential exposure of consumers and children. A survey conducted for phase 1 of the Domestic Substances List (DSL) Inventory Update identified that cobalt-containing substances may have a range of consumer applications including: paints and coatings, plastic and rubber materials, food packaging, ink toners and colourants that could result in exposure to humans, including children. Note that the list of potential uses or sectors involved may not be comprehensive if not all substances included in the grouping were included in the Phase 1 of the DSL Inventory Update survey. The use and/or sectors listed may not apply to all substances included in the grouping.
    • A subset of these substances are used in high volumes in Canada and members of this group also appear on both Organisation for Economic Co-operation and DevelopmentFootnote a and United States Environmental Protection Agency Next link will take you to another Web site High Production Volume lists.
  • Potential to leverage/align with international activity.
    • Cobalt-containing substances have been identified both domestically and internationally to be a priority for further assessment. This provides opportunities for efficiencies and collaboration.
    • Several agencies have published relevant risk assessments.
    • Cobalt chloride has been designated as a candidate Substance of Very High Concern in the European UnionFootnote b, and four additional cobalt compounds have been proposed for the Next link will take you to another Web site Candidate List of Substances of Very High Concern for authorization, 2010.
  • Potential risk assessment and risk management efficiencies.
    • To efficiently assess and effectively manage exposure and risk, all sources of the moiety need to be considered. Cobalt, cobalt chloride and sulphuric acid, cobalt salt were previously assessed under the Challenge phase of the Chemicals Management Plan (CMP) (see substances in Batch 10 of the Challenge) and were found not to meet any of the criteria under section 64 of CEPA 1999.

  • Automotive manufacturing
  • Paints and coatings, printing ink manufacturers
  • Chemical manufacturing (all other basic, other miscellaneous chemicals) and distributors
  • Power generators
  • Plastics and rubber manufacturers
  • Agricultural Feed Wholesaler-Distributors
  • Petroleum Refineries
  • Petrochemical Manufacturing
