The chemical substances listed below are from Batch 11 of the Challenge, and have met one or more criteria under section 64 of the Canadian Environmental Protection Act, 1999 (CEPA 1999). The tables below compile the proposed risk management actions for health and environment For the complete wording of these proposed actions, please refer to the risk management approaches listed in the summary of Batch 11 substances and publications. An updated summary of Chemical Management Plan (CMP) risk management instruments is available on the CMP risk management actions table.

Batch 11

CAS RN 103-23-1
Common name: DEHA
Authority Risk management actions Most recent milestone
CEPA 1999 Work with stakeholders to further quantify sources of releases of DEHA to the environment throughout its lifecycle and will develop risk management control actions under CEPA 1999 to address these releases as required. Work with stakeholders was completed.
CEPA 1999 Add DEHA to the Chemicals Management Plan (CMP) monitoring and surveillance program to further quantify levels of this substance that may be found in the environment. Work was completed and DEHA was removed from CMP monitoring and surveillance program. Analysis of the monitoring data is available in the Ecological State of the Science Report for DEHA. Read more about DEHA monitoring at Environment and Climate Change Canada (ECCC) - DEHA.
CEPA 1999 Develop a control instrument under the CEPA 1999 to address releases to the environment from the manufacturing and industrial use of DEHA, as appropriate. As a result of the conclusion in the Ecological State of the Science Report, that DEHA no longer meets the criteria of paragraph 64(a) of CEPA 1999, no risk management is required for ecological purposes.
CEPA 1999 Significant New Activity (SNAc) provisions. The application of SNAc provisions is not being pursued.
Food and Drugs Act (F&DA) (cosmetics) Investigate a suitable health protective restriction for DEHA in cosmetic products. Consultation for addition to the Cosmetic Ingredient Hotlist is now underway.
F&DA (food) Perform targeted surveys of DEHA in foods and food packaging materials and consider adding DEHA to the Canadian Total Diet Study (TDS) to better define Canadian exposure to DEHA through dietary intake. Work has been completed. Results of the targeted survey and Total Diet Study samples are in the process of being published. DEHA has been added to the TDS for 2013.
CAS RN 68412-48-6
Common name: PREPOD
Authority Risk management actions Most recent milestone
CEPA 1999 Work with stakeholders to further quantify sources of releases of PREPOD to the environment throughout its lifecycle and will develop risk management control actions under CEPA 1999 to address these releases as required. Information gathering was conducted in 2017 to inform further decision making and to inform risk management actions for PREPOD. Additionally, PREPOD has been proposed for addition to the National Pollutant Release Inventory (NPRI). Read more about releases at ECCC- PREPOD.
CEPA 1999 Add PREPOD to the CMP monitoring and surveillance program to further quantify levels of this substance that may be found in the environment. Sampling and monitoring were conducted for PREPOD in 2014 and 2015 as part of the CMP monitoring and surveillance program. Read more about monitoring and surveillance at ECCC- PREPOD.
CEPA 1999 A notice requiring the preparation and implementation of pollution prevention plans in respect of PREPOD in industrial effluents. A pollution prevention planning (P2) notice published in the Canada Gazette, Part I, on June 15, 2019.
CEPA 1999 SNAc provisions. The application of the SNAc provisions is not being pursued at this time.
CEPA 1999 Add PREPOD to the Virtual Elimination List of CEPA 1999. A P2 notice was published on June 15, 2019. In addition, PREPOD is being considered for addition to the NPRI list of substances.
CAS RN 68953-84-4
Common name: BENPAT
Authority Risk management actions Most recent milestone
CEPA 1999 Add BENPAT to the CMP monitoring and surveillance program to further quantify levels of this substance that may be found in the environment. Development of a method to measure components of BENPAT in the influent, effluent and biosolids of municipal wastewater treatment systems was initiated in 2013. A preliminary method was documented in an ECCC report in 2016. This method could be validated and used for monitoring to inform risk management decision making.
CEPA 1999 Work with stakeholders to further quantify sources of releases of BENPAT to the environment throughout its lifecycle and develop risk management control actions under CEPA 1999 to address these releases as required. Information gathering was conducted in 2018 to inform further decision making and to inform risk management actions for BENPAT. Additionally, BENPAT has been proposed for addition to the NPR). Read more about releases at ECCC - BENPAT.
CEPA 1999 Develop a control instrument under the CEPA 1999 to address releases to the environment from the industrial use of BENPAT as appropriate. This action will proceed once the analysis of the data from the information gathering is complete.
CEPA 1999 SNAc provisions. The application of SNAc provisions is not being considered at this time.
